Innovation & Transformation Consultant 

Location:  This is hybrid role; typically working 3 days on client site in London and up to 2 days working from home.

As we continue to grow and serve an increasingly diverse set of clients (National Security, Defence and Policing), we are seeking a talented and motivated Consultant to join our expanding team within the London area.  

About The Role

As an Innovation & Transformation Consultant, you will be embedded within client environments as part of Clarion Insight's wider change and transformation teams. You will lead innovation and continuous improvement across large, multi-year digital transformation programmes, helping clients to embrace complex change by putting people at the centre of delivery. 

Your role will involve leading, identifying and delivering opportunities for improvement, surfacing risks, and driving measurable enhancements across programme delivery. You will work closely with delivery teams, technical and infrastructure functions, and training leads to ensure readiness for service transition and benefit realisation. You'll also be expected to listen actively, influence senior stakeholders, and present clear, evidence-based insights to support effective decision-making. 

Key Responsibilities:

  • Set the strategic direction for innovation and change, developing and implementing forward-looking strategies that unlock delivery, accelerate outcomes, and embed continuous improvement across the programme. 

  • Take ownership of high-priority, complex challenges, leading targeted innovation interventions to remove blockers, recover momentum, and ensure delivery of business-critical benefits. 

  • Prioritise and drive innovation efforts that directly support programme readiness, measurable outcomes, and long-term sustainability. 

  • Engage, influence, and hold senior leaders and service owners accountable, securing commitment and sponsorship for change, while ensuring alignment with organisational priorities. 

  • Translate insight into action by presenting recommendations and evidence clearly to enable informed, timely, and often difficult decision-making at senior levels. 

  • Lead and inspire cross-functional teams, including indirect and matrix-managed workstream leads, ensuring innovation initiatives are integrated with programme delivery plans. 

  • Act as an early warning system by using frontline engagement and data-driven insights to identify risks, dependencies, and emerging requirements before they escalate. 

  • Embed innovation into delivery planning, ensuring lessons learned, new approaches, and emerging capabilities are incorporated into readiness and transition activities. 

  • Foster collaboration across internal teams, suppliers, and operational partners, co-developing creative yet pragmatic solutions that are scalable and deliver tangible business value. 

  • Champion creative approaches to communication and engagement, tailoring messaging to overcome resistance, drive adoption, and build lasting ownership of change. 

  • Be a visible and resilient leader, role modelling adaptability, creative problem-solving, and determination in steering the programme through complexity and challenge. 

About You

We are looking for a senior consultant with proven expertise in innovation, change management, and delivery recovery, particularly within complex public sector environments. This role requires someone who can bring creative thinking and pragmatic execution, ensuring business-critical change is achieved.  

You will bring: 

  • Proven experience of leading innovation and improvement efforts that directly enable readiness, accelerate programme outcomes, and deliver tangible business benefits. 

  • Track record of recovering or turning around challenging programmes, applying both strategic insight and hands-on leadership. 

  • Demonstrated ability to influence, challenge, and engage senior stakeholders, presenting complex information with clarity to support strategic and often time-critical decision-making. 

  • Ability to shape and embed delivery culture across diverse, multi-disciplinary teams and indirectly managed workstreams. 

  • Strong grounding in delivery metrics, risk modelling, and performance enhancement, using data and insight to anticipate and address risks and blockers. 

  • Practical experience applying innovation and continuous improvement models, tailoring them to complex, real-world delivery contexts. 

  • Significant experience in public sector transformation programmes, navigating complexity and political sensitivity to achieve results. 

 

It is also desirable that you bring: 

  • Experience working with or alongside policing, with direct experience in Police transformation being highly desirable. 

  • Experience supporting bid-based project mobilisation and rapid start-up environments. 

  • Strong analytical, problem-solving, and visualisation skills to distil insight into compelling recommendations. 

  • Ability to work effectively across multiple teams, suppliers, and locations, maintaining alignment, consistency, and delivery focus.

Clearance

SC clearance is preferable and DV clearance would be ideal.
